were available.
Hillcrest Chase Subdivision was an innovative housing initiative, meant
to increase the number of affordable single-family homes in the south Cobb County (suburban Atlanta) market. The
project, which was a joint venture among three non-profits (Progressive Redevelopment, Inc., Cobb Housing,
Inc. and Atlanta Neighborhood Development Partnership) targeted single family starter homes to individuals
and families who fall within the 60-80% Area Median Income range.
The partnership purchased the undeveloped land, which was zoned for a density of four houses per acre,
developed the infrastructure, and built and sold 47 homes. While the houses were built using conventional
construction loans, Cobb Housing, Inc. was able to help buyers through the county's Downpayment Assistance
Program, which they administered. This program was designed to help first-time homebuyers handle down
payments and closing costs in order to make their first home a reality. Cobb Housing, Inc. also
required participants in this program to attend a Pre-Purchase Housing Counseling Program.
