Minutes from historic downtown East Point, Delowe Place features spacious
units and cooperative living
Originally known as Delowe Gardens, Delowe Place opened in 1995 as
PRI's first affordable housing development in East Point, Georgia. In addition to the expected challenges
inherent to securing project financing, PRI encountered significant resistance from members of the community.
Delowe Place, therefore, represents a triumph for PRI not only in rehabilitating 84 critically needed,
one-, two- and three-bedroom apartments, but also in converting one-time adversaries into advocates. To
allay their concerns about crime returning to their neighborhood, community residents were invited
to form a resident selection committee, which included area business owners, members of the neighboring
church and even a City Councilperson. As tenancy grew at Delowe Place, residents were later included
on the committee. The success of this alliance was instrumental in generating support for Delowe Village,
PRI's second development in East Point.
