Columbia Mill was the second joint venture conducted with Noel Khalil's Columbia Residential, the property being acquired and renovated in 1996. The financing at Columbia Mill is anchored by equity from the sale of low-income housing tax credits, augmented by HOME funds from DeKalb County and the State of Georgia. Columbia Mill is one of six existing properties in south DeKalb County that PRI has renovated, all of which benefited from support and financial participation from DeKalb County. Today, looking back almost ten years, one can easily discern a revitalization trend along the Flat Shoals corridor on which Columbia Mill is located, and PRI is pleased to have contributed to that effort with this solid affordable housing property.
