Richelle (Shelly) Patton
President, PRI Development Services, LLC
Shelly joined PRI in 1998 with prior experience in community development and community organizing. Her technical expertise includes multi-layered financing utilizing Low Income Housing Tax Credits and fostering collaboration between the public and private sectors. She earned a Master of City Planning (M.C.P.) from Georgia Tech and a B.A. degree from the University of California at Los Angeles. Shelly heads the six-person Project Development Team, responsible for the acquisition, financing and construction of PRI’s new projects. She is active in several trade associations that advocate for public policies that support affordable housing, and she co-founded the Women’s Affordable Housing Network, a local effort to support women in the affordable housing industry.

Gates Kellett Dunaway
Vice President
After working for PRI from 1996-2002, Gates became the Director of the Housing Authority for Blaine County (Ketchum), Idaho. After returning to Atlanta, she returned to PRI in 2004 as a Senior Project Manager, specializing once again in layered financing, such as combining Low Income Housing Tax Credits, other public sources, and conventional loans or grants. Gates graduated with a B.S. degree in Civil Engineering from Georgia Tech, followed by a Master of City Planning (M.C.P.) degree also from Georgia Tech.

Jonathan (Jon) Toppen
Project Manager
Prior to joining PRI in 2006, Jon worked for another non-profit developer of affordable housing in Atlanta for three years as a project manager and as the company’s controller. In addition to managing development projects, many of which feature multi-layered financing, supportive housing elements, and green building design, he develop strategies at PRI to preserve affordable housing in Georgia and neighboring states. Jon is a C.P.A., and held a variety of accounting positions prior to entering the affordable housing field. He has a B.S. degree in Accounting from the University of Richmond, Virginia, and a Master of City Planning from the University of North Carolina at Chapel Hill.
