Carol Naughton, Chair is the Vice President of Purpose Built Communities. Prior to joining Purpose Built Communities, she was Vice President of New Community Ventures, LLC. For the seven years prior to joining New Community Ventures, she served as the Executive Director of the East Lake Foundation (ELF). ELF has developed and is implementing a bold and innovative model of community development that is helping families break the cycle of poverty in the East Lake neighborhood of Atlanta. Carol is an expert in public/private partnerships and has crafted innovative public/private partnerships in the housing and education fields.

Prior to joining the East Lake Foundation, she was General Counsel and Deputy Executive Director for Legal and Nonprofit Affairs for The Housing Authority of the City of Atlanta (AHA) where she served as a key member of the leadership team responsible for the metamorphosis of AHA from a failing agency in danger of a Federal takeover to an agency that is today recognized as the leader in the reinvention of public housing. She played an instrumental role in the revitalization of traditional public housing communities into economically viable, self-sustaining, mixed-income communities.

Lawrence Anderson, Vice Chair, began his career in Detroit, Michigan, specializing in real estate finance and property management, and also worked for the Housing Assistance Council (HAC), specializing in rural rental projects. He continued his real estate career by joining Consumers United Investment Company, heading its real estate investment subsidiary. In 1993, Mr. Anderson joined the Enterprise Social Investment Corporation (ESIC), a nationwide fund that purchases and syndicates Low Income Housing Tax Credits from for-profit and not-for-profit developers of affordable housing, and from there became the Director of the Enterprise Foundation Atlanta local office in 1994. Under his direction, the Enterprise Foundation Atlanta office granted over $12 million in operating grants to Atlanta CDCs and made over $45 million in investments through the Low Income Housing Tax Credit Program.

Mr. Anderson now holds the position of Management Consultant for real estate development with NeighborWorks American Southern District. Neighbor Works America is a private not for profit national organization that works with community- based community development organizations, government agencies and the private section to help neighborhoods grow through reinvestment, development and education.

Chris Brown, Treasurer, currently serves as the Director of Finance and Treasurer of The Carter Center, Inc., a non-profit organization headquartered in Atlanta with field offices in Africa and Central and South America. The Carter Center works in the areas of conflict prevention, democracy building and international health, and operates on a $75 million annual budget. Chris is a Certified Public Accountant and a member of the Georgia Society of CPAs. Prior to coming to the Carter Center, Mr. Brown worked at Arthur Andersen LLP and focused primarily on the non-profit field. He grew up in Decatur, Georgia, and is a graduate of Georgetown University in Washington, DC.

Althea Broughton, Past Chair, is an attorney with the law firm of Arnall, Golden, Gregory, specializing in real estate and tax credits.
